It's odd to say that as if you go back and look at a lot of very early Warhammer dragons they were very serpentine in design - very snake and long like the eastern dragons. WebbNippon is even more obscure than Cathay, which was only thrown in because we needed an order balance to Chaos that Kislev couldn't muster alone. At best I feel like Nippon would get the Norsca treatment, with only 2 lords and not much else to show for itself. Nippon has always been a part of WH since 1st Edition.
